The job

Two cities, two counties, one utility.

Thousand Oaks, including Newbury Park, North Ranch and Lynn Ranch, is a Ventura County city with its own building department. Westlake Village, across the county line, is a Los Angeles County city that contracts with Los Angeles County Public Works for building and safety, after a city zoning clearance. A builder working the Conejo Valley files with whichever agency covers the lot, and Southern California Edison serves both, so the new-service process is the same on either side.

The hillside lots in North Ranch, Lake Sherwood and the southern edge of Thousand Oaks are inside the state's fire hazard zones and on circuits Edison can de-energize in wind events, so new houses there are commonly built with a standby generator or battery planned into the service. County Line, working from its office in the valley, carries the electrical scope on those houses for builders and owner-builders, rough-in to finish.
