Power Outage Board
Across Edison's system, 2025 was one bad January. Here is every town's record.
How long each town County Line serves went without power in 2025, how often and why, from Southern California Edison's own reliability reports, with every wind shutoff Edison has filed with the state since.

The regional picture
Where Edison's 2025 time went.
Edison's 2025 reliability report (Table 2, p. 4) lists 21 major event days, the days when outages ran far beyond normal. 15 were in January, and Edison marks 13 of those as wind shutoffs. Take those 21 days out and the average Edison customer was without power for 116.37 minutes in 2025, about two hours, against a ten-year average of 97.24 minutes (Table 1, p. 3).
January's major event days account for 407.63 of the 545.01 minutes Edison's average customer lost in 2025, about three quarters (sum of the January rows, Table 2). That is the system as a whole. Town by town it differs: in some towns the shutoffs explain most of 2025, and in others the year ran long even without them. Each town's page works it out from that town's own figures.
Oxnard, with no wind shutoff minutes in 2025, had a year like its others: the average customer was without power for 161.5 minutes in 2025, about 2.7 hours, and between 98.9 and 149.3 minutes in the two years before (Edison, City of Oxnard, p. 4).

The last 12 months
Wind shutoffs since November 2025.
No Edison wind shutoff de-energized a customer in Ventura County. Edison notified Ventura County public safety partners during the November 9, 2025 and September 25, 2026 events, and switched nothing off there. Edison's filings with the CPUC, November 2025 through October 2026.
In Los Angeles County, Edison de-energized circuits in the August 25 and September 25, 2026 events. None of them is on Edison's 2025 circuit lists for Agoura Hills, Calabasas, Hidden Hills, Westlake Village, Malibu, Santa Monica, Beverly Hills or unincorporated 3rd District (Topanga). In Santa Barbara County, Edison switched off circuits in events including July 15, July 22, August 25 and September 25, 2026. The filings name circuits, not towns; where a circuit also appears on Edison's 2025 list for a town, that town's page says so.

*Without wind shutoffs is derived from Edison's figures: the 2025 minutes times one minus the wind shutoff share Edison charts for that town (p. 5). Minutes count every outage over five minutes, including major storm days, and leave out scheduled maintenance. Unincorporated areas use Edison's report for the county supervisorial district that includes them.
The causes
Why outages happen here.
Edison's 2025 reports for these towns name the same few causes: wind shutoffs, equipment failure, weather and fire, and urgent repairs. Heat and planned work add to them.
Wind shutoffs
In high fire risk areas, Edison switches its own lines off on purpose when strong, dry wind makes them a fire risk. The power stays off until the wind drops and crews have patrolled the lines.
Wind shutoffs, explainedHeat waves
Every air conditioner in the neighborhood runs for hours, transformers overheat, and the state grid runs short of power on the hottest afternoons.
Heat wave outagesWildfire
A fire that reaches the lines takes them down, and a burned circuit stays dark until the poles and wire are rebuilt.
Each town's recordWinter storms
Rain, wind and falling trees bring lines down, and saturated hillsides move poles.
Each town's recordPlanned work
Edison schedules maintenance outages in advance and notifies the affected customers at least three days before, per its maintenance outage page.
Each town's recordEquipment problems
Failed equipment is one of the causes Edison posts for unplanned outages on its own map. In Edison's 2025 reports it is the largest cause of lost time in Oxnard, Ventura, Camarillo, Santa Monica and Santa Barbara.
Each town's recordBefore the next outage
The record is the design brief.
In some towns most of the lost time is Edison's wind shutoffs; in others it is equipment failure and storms. Each town's page shows which, and for how long. For what a standby generator keeps running through either, see what stays on.
A standby generator only helps if it starts. County Line services the generators it installs and units other contractors installed, twice a year, so the transfer switch, battery and oil are ready before the season, not discovered during it. For houses that cannot go dark at all, the residential microgrid pages show how a generator, battery, solar and the panel work as one system.

Reading the record
What do the minutes mean?
The minutes are Edison's SAIDI figure: the total minutes the average customer in that town was without power during the year, counting every outage longer than five minutes. Edison counts its wind shutoffs and major storm days in it and leaves out scheduled maintenance outages. Outages per customer (SAIFI) is how many of those outages the average customer had.
What does "without wind shutoffs" mean?
The without wind shutoffs figure is derived from Edison's own figures: the town's 2025 minutes times one minus the share Edison attributes to wind shutoffs on its causes chart (p. 5 of each city report). Thousand Oaks: 1,814.5 minutes times 17.0% is about 308 minutes. Edison does not publish that figure itself.
Why was 2025 so much longer than other years?
2025 ran long mostly because of wind shutoffs in January. Edison had 21 major event days in 2025 and 15 of them were in January, 13 of them wind shutoffs (Edison 2025 report, Table 2, p. 4). Without those days, Edison's 2025 average was 116.37 minutes, about two hours.
Has Edison shut off power in the last 12 months?
No Edison wind shutoff de-energized a customer in Ventura County. Edison notified Ventura County public safety partners during the November 9, 2025 and September 25, 2026 events, and switched nothing off there.
Why do some Los Angeles neighborhoods show LADWP figures?
Pacific Palisades, Bel Air, Brentwood, Encino, Studio City, Sherman Oaks, Tarzana and Woodland Hills are City of Los Angeles neighborhoods served by the Los Angeles Department of Water and Power, not Edison. LADWP reports one figure for its whole system, so those pages show that figure.
What keeps a house on when the grid goes off?
A standby generator with an automatic transfer switch carries a house for days on natural gas or propane. A battery covers the first hours silently. Designed together, with solar and the panel, they make a residential microgrid. County Line designs, installs and services all of it.
