Encino, 91436 and 91316

Electrical contractor in Encino.

South of Ventura Boulevard, Encino climbs into the Santa Monica Mountains and the lots get large: estates off Royal Oaks, Encino Hills and the streets toward Mulholland, many of them being torn down and rebuilt as new custom homes. County Line Electric works there as the electrical contractor for the builders and the owners.

What is different here

A Los Angeles neighborhood, with Los Angeles rules and a city-owned utility.

Encino is part of the City of Los Angeles, not a city of its own, so electrical permits and inspections come from the Los Angeles Department of Building and Safety, and the electric utility is the Los Angeles Department of Water and Power rather than Edison. That changes the paperwork for anything larger than a circuit: a new service, a generator, a battery or an EV charger that can export all go through LADWP's own process, and the hillside lots south of Ventura Boulevard add the city's hillside and fire zone rules to the permit.

The hills of 91436, from Royal Oaks and Encino Hills up toward Mulholland Drive, are inside the Very High Fire Hazard Severity Zone and see LADWP's own public safety shutoffs in wind events. North of the boulevard, 91316 is flatter and older, with the remodels and service upgrades that come with houses from the 1950s.

New custom homes

The teardowns south of the boulevard are new construction in every sense.

A large Encino lot that has been cleared for a new house gets the full electrical scope: temporary power, the LADWP service application, a service sized for an all-electric house with chargers and a pool, rough-in, the Lutron and automation backbone, finish and the final with LADBS. County Line works as the electrical subcontractor on that scope, reads the plans before the walk and flags the conflicts between the lighting plan and the framing before they become change orders.

On those houses the backup design belongs in the drawings: a generator, a battery and the conduit for bidirectional EV charging specified at rough-in, which is the start of a Residential Microgrid at a fraction of the retrofit cost.

For builders

Lighting and automation

The systems the new houses are built around.

The new houses in the Encino hills are designed around their systems: Lutron HomeWorks lighting control with engraved keypads in every room, Ketra tunable light in the kitchen and the primary suite, motorized shades on the canyon-facing glass, and an automation backbone carrying audio, video, the network, cameras and the gate. County Line runs the dimming panels, the keypad runs and the low-voltage pathways at rough-in so the integrator's work at finish has somewhere to go.
